Two dead from storm

Two are dead following a Thursday afternoon storm that ripped through North Carolina.

Both deaths are from Wilkes County.

Volunteer firefighter Tony Barker, 36, was electrocuted by downed power lines while responding to a vehicle fire at Dale’s Garage on Traphill Road around 3 p.m.

Barker was a volunteer at Mountain View Fire Department. Wilkes County Fire Marshal Kevin Bounds confirmed the death.

Today, Brad Mathis of Mountain View Fire Department said that the sudden death was a shock to the entire unit.

“This is a very hard day for the entire department and Barker family. Barker was dedicated, loved his community and was a great father,” said assistant chief Mathis.

Maurice Kilby, 77, was killed by a large pine tree that fell on him in his yard around 3 p.m., said Rick Gambill, chief of the Mulberry Fire Department.

On the deaths, Elkin Police Chief Monroe Wagoner said he was saddened by the reports and reiterated that residents must take precautions.

“Do not approach downed wires. Be careful of trees. Even after a storm things can happen,” said Chief Wagoner.

Over 1,000 residents living in Elkin and surrounding areas are still without power, according to Duke Energy.

“Our crews and contractors are working diligently to restore power to customers affected by the storm. We are still assessing the damage and should have estimated times of restoration later this morning,” said a spokesperson.

As of 11:00 a.m. 1323 residents in Surry County were without power.

Yadkin County had 869 customers without power.

Wilkes County had 1402 customers without power.

It is still unknown if downed power lines are live and capable of causing injury.

Thursday’s storm cost Joshua’s Angel Center of the Carolinas more than just their grand opening. Fences, trees and other fixtures around the property were destroyed or pushed over, leaving center founder and operator Tammy Hazelwood no other choice but to reschedule the ribbon cutting.

“We had three fences that were down that we are having to fix back. We have four or five trees we’ve cleaned up. We have the fence behind the handicap-swing area that we’re going to have to mount back up…so it wouldn’t fall worse. We have lost a lot of rubber mulch,” Hazelwood said.

The cleanup has been ongoing from Thursday through Sunday.

Hazelwood and the rest of the center’s staff will have to hold their grand opening ceremony on July 13 instead to allow time for repairs and for the United States Submarine Veterans Winston-Salem/Greensboro branch - a supporter and partner in the effort to open the facility - to hold their July 4 activities.

The new time is set for noon until 3 p.m.

The event was originally scheduled for last Saturday, June 15. Contrary to articles in other publications, the ceremony was postponed Friday and advertised on the center’s Facebook page. The storm that blew through the area Thursday cut off power and left many different repairs to be made.

The center provides recreational horseback riding for families with handicapped members, something Hazelwood knows about firsthand.

Hazelwood said the center had been through hard times before and would persevere in this one as well.

“We took a pretty bad hit but it could have been worse,” Hazelwood said. “I’m not going to tell you I haven’t cried.”

The facility was ready to go before the storm. Carolina Carports and Elkin Sign Shop have teamed with the center to help with buildings and signs on the property. A handicap-accessible gazebo is also being designed.

“We’ve got tack rooms done, we’ve got concrete poured. We’ve got a lot done,” Hazelwood said.

Everyone is welcome back July 13 including those without disabilities. Inflatable bouncing houses will be available for the children and hot dogs for the lunch.

No tax increase in approved county budget

DOBSON — During its meeting Monday night, the Surry County Board of Commissioners unanimously passed a fiscal year 2013-14 budget, one that requires no tax increase.

The action came following a public hearing on the budget proposal during the board’s regularly-scheduled meeting in the Commissioners Meeting Room of the County Government Center in Dobson.

Next year’s approximate $71.5 million budget does not require a tax increase, but re-allocates a total of just more than $5.5 million from the county’s fund balance. During the current budget year, the board allocated $5.3 million in fund balance, but did not use it citing an uptick in sales tax coupled with the sale of the county’s home health care division.

During Monday’s meeting, Assistant County Manager for Budget and Finance Betty Taylor noted that just more than $250,000 of the general fund allocation will come from state lottery proceeds, but must be included in the general fund appropriation for budgeting reasons, since those funds are yet to be received.

“With the funds generated from the sale of our home health care division and other savings and cuts, coupled with a little good news on the sales tax collections, it pretty much negated the necessity to use the appropriated fund balance this year,” Board Chair Eddie Harris said following a budget work session this month.

During the work session, county commissioners upped the per-student monies allocated to the county’s three school districts next year, taking the total to $1,075 per student, a $15 increase over existing funding.

Next year’s budget also allocates $967,000 to capital improvements for the county’s three school districts, a portion of which will be used for school roofing needs.

Commissioners also increased the per-student capital outlay from $50 to $55 for the schools, with the stipulation that the additional money, about $55,000 to be spread across the three districts, be used for school security.

In addition, the budget also allocates $4,500,000 toward school debt service, an increase of $1,47,270 over the current year’s funding.

Next year’s budget includes the replacement of the heart defibrillators on all county ambulances, funds two new deputy sheriff positions, three patrol vehicle replacements, the purchase of patrol car cameras and needed repairs to doors at the county jail.

Only one person, county resident John Pritchard, addressed commissioners during the public hearing on next year’s budget.

Pritchard told the board that he believed news stories noting last year’s $5.3 million fund balance allocation to the budget was misleading, since those funds went unused.

“It was in the budget,” he conceded, “but we hadn’t spent it then and we haven’t spent it now.”

Commissioner R.F. “Buck” Golding told Pritchard that those funds were there in case they were needed.

“We won’t really know what this year’s (total) expenditures will be until around October,” he said. “But we have to budget for the unknown. We don’t know what might happen that could fall into this year’s budget.”

Following the hearing, commissioners unanimously approved the budget on a motion by Commissioner Larry Phillips and with a second by Commissioner Jimmy Miller.

Harris said he is comfortable the board did the best they could given limited resources.

“I’m personally very satisfied with the budget we’ve come up with this year,” he said. “I think it’s very fair in light of the times and very wise with the appropriation of citizens’ tax dollars. I think we’ve safeguarded the general fund as much as possible.”

DOBSON — During its meeting Monday night, the Surry County Board of Commissioners unanimously passed a fiscal year 2013-14 budget, one that requires no tax increase.

The action came following a public hearing on the budget proposal during the board’s regularly-scheduled meeting in the Commissioners Meeting Room of the County Government Center in Dobson.

Next year’s approximate $71.5 million budget does not require a tax increase, but re-allocates a total of just more than $5.5 million from the county’s fund balance. During the current budget year, the board allocated $5.3 million in fund balance, but did not use it citing an uptick in sales tax coupled with the sale of the county’s home health care division.

During Monday’s meeting, Assistant County Manager for Budget and Finance Betty Taylor noted that just more than $250,000 of the general fund allocation will come from state lottery proceeds, but must be included in the general fund appropriation for budgeting reasons, since those funds are yet to be received.

“With the funds generated from the sale of our home health care division and other savings and cuts, coupled with a little good news on the sales tax collections, it pretty much negated the necessity to use the appropriated fund balance this year,” Board Chair Eddie Harris said following a budget work session this month.

During the work session, county commissioners upped the per-student monies allocated to the county’s three school districts next year, taking the total to $1,075 per student, a $15 increase over existing funding.

Next year’s budget also allocates $967,000 to capital improvements for the county’s three school districts, a portion of which will be used for school roofing needs.

Commissioners also increased the per-student capital outlay from $50 to $55 for the schools, with the stipulation that the additional money, about $55,000 to be spread across the three districts, be used for school security.

In addition, the budget also allocates $4,500,000 toward school debt service, an increase of $1,47,270 over the current year’s funding.

Next year’s budget includes the replacement of the heart defibrillators on all county ambulances, funds two new deputy sheriff positions, three patrol vehicle replacements, the purchase of patrol car cameras and needed repairs to doors at the county jail.

Only one person, county resident John Pritchard, addressed commissioners during the public hearing on next year’s budget.

Pritchard told the board that he believed news stories noting last year’s $5.3 million fund balance allocation to the budget was misleading, since those funds went unused.

“It was in the budget,” he conceded, “but we hadn’t spent it then and we haven’t spent it now.”

Commissioner R.F. “Buck” Golding told Pritchard that those funds were there in case they were needed.

“We won’t really know what this year’s (total) expenditures will be until around October,” he said. “But we have to budget for the unknown. We don’t know what might happen that could fall into this year’s budget.”

Following the hearing, commissioners unanimously approved the budget on a motion by Commissioner Larry Phillips and with a second by Commissioner Jimmy Miller.

Harris said he is comfortable the board did the best they could given limited resources.

“I’m personally very satisfied with the budget we’ve come up with this year,” he said. “I think it’s very fair in light of the times and very wise with the appropriation of citizens’ tax dollars. I think we’ve safeguarded the general fund as much as possible.”

Thursday’s storm cost Joshua’s Angel Center of the Carolinas more than just their grand opening. Fences, trees and other fixtures around the property were destroyed or pushed over, leaving center founder and operator Tammy Hazelwood no other choice but to reschedule the ribbon cutting.

“We had three fences that were down that we are having to fix back. We have four or five trees we’ve cleaned up. We have the fence behind the handicap-swing area that we’re going to have to mount back up…so it wouldn’t fall worse. We have lost a lot of rubber mulch,” Hazelwood said.

The cleanup has been ongoing from Thursday through Sunday.

Hazelwood and the rest of the center’s staff will have to hold their grand opening ceremony on July 13 instead to allow time for repairs and for the United States Submarine Veterans Winston-Salem/Greensboro branch - a supporter and partner in the effort to open the facility - to hold their July 4 activities.

The new time is set for noon until 3 p.m.

The event was originally scheduled for last Saturday, June 15. Contrary to articles in other publications, the ceremony was postponed Friday and advertised on the center’s Facebook page. The storm that blew through the area Thursday cut off power and left many different repairs to be made.

The center provides recreational horseback riding for families with handicapped members, something Hazelwood knows about firsthand.

Hazelwood said the center had been through hard times before and would persevere in this one as well.

“We took a pretty bad hit but it could have been worse,” Hazelwood said. “I’m not going to tell you I haven’t cried.”

The facility was ready to go before the storm. Carolina Carports and Elkin Sign Shop have teamed with the center to help with buildings and signs on the property. A handicap-accessible gazebo is also being designed.

“We’ve got tack rooms done, we’ve got concrete poured. We’ve got a lot done,” Hazelwood said.

Everyone is welcome back July 13 including those without disabilities. Inflatable bouncing houses will be available for the children and hot dogs for the lunch.
